Our Delivery Framework

Free Rein Adventure delivers structured, outcomes-focused programs designed to support community participation, skill development, and increased independence through real-world, interest-led experiences.

While each program maintains a consistent structure and philosophy, the way supports are delivered may differ between participants. This is known as Dual Pathway Delivery.

Dual Pathway Delivery recognises that participants attend programs with different goals, varying levels of support needs, and individual outcomes they are working toward.

The program itself does not change — rather, the support pathway does.

What is Dual Pathway Delivery?

Dual Pathway Delivery means that the same program experience may be delivered under different NDIS support categories depending on an individual participant’s goals, support needs, and the intended purpose of the support.

This ensures supports remain aligned with each participant’s NDIS plan while allowing programs to remain inclusive, community-based, and structured.

Core Supports
Pathway

(Assistance with Social and Community Participation)

When delivered under Core Supports, the primary purpose of support is to:

• Enable safe participation in community and group activities
• Provide supervision, assistance, and practical support
• Support social connection and inclusion
• Assist participants to access meaningful experiences they may not otherwise access independently

In this pathway, the focus is on participation and engagement, with staff supporting access and involvement in the activity.

Capacity Building Pathway

(Skill Development and Increased Independence)

When delivered under Capacity Building supports, the focus shifts toward intentional skill development.

Supports are delivered with the aim of helping participants:

• Build practical independent living skills
• Develop social and emotional regulation skills
• Strengthen planning, organisation, and decision-making capacity
• Practise transferable skills in real-world environments
• Increase independence and confidence beyond the program itself

In this pathway, workers intentionally scaffold learning, facilitate reflection, and support participants to apply skills across everyday life.

Individualised Support Within a Shared Program

Participants attending the same session may be supported under different pathways.

For example:

One participant may be supported primarily to participate safely and confidently within a group environment under Core Supports.

Another participant in the same session may be working toward structured skill development goals under Capacity Building supports.

This model allows programs to remain inclusive and community-based while ensuring supports remain individualised and aligned with each participant’s NDIS goals.

Why We Use This Model

Dual Pathway Delivery reflects real-world practice and allows supports to be:

• Flexible and responsive to individual needs
• Goal-aligned and outcomes-focused
• Consistent with NDIS principles of choice and control
• Delivered in natural, meaningful environments rather than simulated settings

It also supports participants to progress over time. As skills and confidence develop, the focus of supports may shift from participation assistance toward increased independence and capacity building.

Financial Accessibility and Sustainability

Dual Pathway Delivery also supports financial accessibility and sustainability for participants.

By delivering supports within shared group environments where appropriate, participants may benefit from shared program costs (such as transport expenses) while still receiving support levels aligned to their individual needs.

This approach helps maintain appropriate staffing ratios, safe support delivery, and access to meaningful programs without compromising individual support requirements.

Professional and Compliance Alignment

Free Rein Adventure ensures that:

• Supports are delivered and claimed in accordance with the NDIS Pricing Arrangements and Price Limits
• The support pathway is determined by participant goals, assessed need, and agreed support planning
• Documentation reflects the intended purpose of supports and the outcomes being developed

This ensures clarity, transparency, and accountability while maintaining a strengths-based and participant-centred approach.
